Using the Advanced Book search option, select publication dates contemporary with an event you are researching. If you want to see what was published while the the USA was involved in the construction, choose 1904-1914.
Using the Advanced Book search option, search for Isthmian Canal Commission as Author/Creator. This should retrieve all publications issued by the commission.
